LDPR leader Leonid Slutsky, in a letter addressed to Deputy Prime Minister Tatyana Golikova, proposed introducing a reduced monthly allowance for families whose income slightly exceeds the subsistence level. The head of the party informed Izvestia about this on February 26.

"In order to ensure a more equitable and socially oriented approach to the allocation of benefits, the Liberal Democratic Party considers it appropriate to establish that if the average per capita income of a family exceeds the minimum subsistence level by no more than 25%, the benefit is assigned in the amount of 50% of the established estimated amount," he said.

According to him, the party often receives appeals from Russians. They complain that the spouses' real income is often only 400-500 rubles higher than the regional living wage, which is why the family cannot qualify for a monthly allowance.

On February 25, Russian Prime Minister Mikhail Mishustin announced that the Russian authorities were actively involving employers in family support issues. One of these measures will be an increase in the non-taxable amount to be provided to citizens at the birth of a child. Mishustin also said that the government has prepared everything necessary to launch the annual family payment mechanism, which more than 4 million families will be able to use.
