Experts called family support a priority of the Russian government

The report of the Government of the Russian Federation for 2025 presents not just dry statistics, but a comprehensive assessment of measures aimed at improving the quality of life of families with children. This was stated to Izvestia on February 25 by Alexandra Zakirova, a member of the government commission for the development of small and medium-sized businesses, founder of the Business Lady Association of Women Entrepreneurs.

"It's great that we are now looking not at some dry figures, but at a comprehensive assessment of the measures that have been implemented to improve the quality of life and families of children. <...> I think the government is consistently expanding the tools, making them more flexible, adapting to the real demands of people," she said.

Zakirova stressed that in the report of Prime Minister Mikhail Mishustin, attention was paid to the creation of infrastructure to support families. The emphasis is on the accessibility of education, the development of social services and targeted assistance.

The member of the management Board also pointed out the value of business feedback, noting that support measures are formed taking into account the opinion of entrepreneurs.

Sergey Rybalchenko, Director General of the Institute of Scientific and Public Expertise, Chairman of the Business Russia Committee, in turn, drew attention to Russia's GDP growth of 10% in three years, calling it "an amazing result of the government's work" under sanctions pressure.

He also highlighted key measures to support families: a single allowance for 10.5 million children, a social contract and a new family tax payment, which more than 4 million families will be able to receive in 2026. In addition, the expert noted Russia's housing policy: 90,000 families improved their conditions in 2025 thanks to a family mortgage.

"Large families are the main resource that ensures our sustainable demographic development, on which the reproduction of the population and our sustainable demographic future depend. The measures that I just mentioned <...> are aimed at supporting families with children. <...> I think that this year a separate set of housing support measures for large families will be implemented," said the head of the Delovaya Rossiya committee.

Rybalchenko expressed hope that support for large families will expand based on the best regional practices.

One family — one mortgage: family mortgage rules will change from February 1

Starting from February 1, 2026, the spouses will be considered a single borrower on a family mortgage.

Mishustin said earlier in the day that the Russian authorities were actively involving employers in family support issues. One of these measures will be an increase in the non-taxable amount to be provided to citizens at the birth of a child. According to the Prime Minister, companies will independently determine the amount of such corporate payments.

In addition, he said that the family mortgage is the most popular preferential program among Russian citizens, 1.85 million families have used it. Mishustin recalled that the family mortgage rate is 6%.
