The Prime Minister called the strengthening of state security a key factor in the successful development of Russia and its economy.

"For this, the government provides the country's Armed Forces involved in a special military operation (SVO. — Ed.), necessary weapons, equipment, and financial resources. The supply of certain demanded samples increased by tens of percent," Mishustin said during his speech.

Mishustin stressed that the current situation in the Russian economy remains positive despite the sanctions pressure. He noted that in 2025, the country's GDP increased by 1%, and the cumulative growth in three years exceeded 10%.

In addition, by the end of 2025, Russia entered the group of leaders in terms of the digitalization of public services and government technologies. The Prime Minister clarified that the government of the country has concentrated resources on the priorities identified by President Vladimir Putin and provided a quick start to new national projects aimed at technological leadership.

Also, according to Mishustin, there is stability in the labor market. He specified that the unemployment rate in 2025 was 2.2%. Currently, the Government of the Russian Federation continues to index the minimum wage. At the beginning of this year, it increased by 20%, reaching 27 thousand rubles.

"Now [the minimum wage] has reached an absolute figure of 27 thousand rubles, which has affected over 4.5 thousand people," Mishustin stressed.

About social protection of citizens of the Russian Federation

The most popular preferential measure, according to the Prime Minister, was a family mortgage at 6%, which has already been used by 1.85 million families. The authorities are considering options for modernizing the program, including the introduction of differentiated rates depending on the number of children. Proposals for updating the terms should be ready by June 2026.

In particular, support measures for the birth of children are being expanded. According to Mishustin, on behalf of the President of the Russian Federation, from January 1, the maximum amount of tax—free payments from employers was increased from 50,000 to 1 million rubles.

The Prime Minister stressed that companies will determine the amount of such corporate payments independently. The Government has prepared everything necessary to launch the annual family payment mechanism.

More than 4 million families will be able to use the benefit. The measure, according to Mishustin, will affect working parents with two or more children, whose income is below one and a half regional subsistence levels.

About the housing and communal services situation

Mishustin also touched upon the issue of the quality of housing and communal services. According to him, at the moment this problem in Russia is acute and complex. He also drew attention to the fact that housing and communal services facilities have a very high level of deterioration and require comprehensive modernization.

The Prime Minister called for speeding up the adoption of a law authorizing the Federal Antimonopoly Service (FAS) to limit tariffs in regions where the agency's regulations are not being implemented. He explained that in case of double non-fulfillment by the region of the FAS regulations, it is proposed to give the agency the opportunity to independently set marginal tariffs.

Important achievements have also been noted in the field of medicine. Mishustin said that Russian scientists have developed vaccines against various types of cancer, which are planned to be included in the compulsory health insurance program.

According to him, unique domestic drugs for the treatment of oncology and allergies should enter the market in 2027. The Prime Minister stressed that Russia is able to provide its citizens with all the necessary medicines, and the authorities monitor the availability of medicines online in all regions of the country.
