Russians face fines for noise from mixer or food processor

Russians can be held accountable for using household appliances if the noise level exceeds established sanitary standards. This was announced on February 21 by Olga Vlasova, Adviser to the Federal Chamber of Lawyers of the Russian Federation.

According to her, from a legal point of view, any sounds that go beyond the acceptable indicators are considered noise. The maximum level is 55 dBA during the day and 45 dBA at night. Thus, it is not the source of the sound that matters, but its intensity.

"If the noise from the mixer is so strong that it exceeds the established norm, then it is possible to punish the violator, including he may face a fine," she told TASS.

Vlasova noted that there is currently no unified federal law on silence in Russia, as the relevant bill was rejected by the State Duma in the fall of 2025. In this regard, the issues of silence in residential premises are regulated by regional regulations. As a rule, restrictions apply at night and during the so-called quiet hour during the day.

The lawyer also noted that the reason for increased audibility is often a violation of the noise insulation after repair at the neighbors. In such cases, she recommended contacting the housing supervision authorities to check for possible illegal alterations and compliance with building requirements, including noise insulation standards. She added that in addition to the volume, concomitant factors, such as vibration, can also be taken into account.

Dmitry Bondar, a public figure and expert in the housing and communal services sector, reported on February 20 that Russians could face a fine of up to 5,000 rubles for doing night laundry. According to him, when pressed, such a technique can produce a noise of about 70 dB, which is higher than the limits of the SanPiN. As the expert noted, the same responsibility is provided for watching movies or sports matches at night.
