The State Duma has approved a bill to expand the rights of drivers

The State Duma adopted in the first reading a bill with amendments to the Administrative Code, which proposes to consolidate the right to copy case materials of administrative proceedings for the persons against whom they are conducted, victims, as well as for defenders and representatives of participants in such cases. The document is published on the website of the lower house of Parliament.

As Yaroslav Nilov, one of the authors of the bill, head of the State Duma Committee on Labor, Social Policy and Veterans Affairs, explained in his Telegram channel, the innovation should be appreciated by motorists who regularly face the impossibility of copying texts, audio and video materials related to administrative cases in which they participate without court decisions.

The initiative will allow to change the formal approach to the consideration of controversial situations that often occur with car owners, the deputy noted.

Currently, the Civil Procedure Code, the Code of Administrative Procedure, the Arbitration Procedure Code and the Criminal Procedure Code provide that the persons involved in the case, participants in criminal proceedings on the part of the prosecution and the defense, as well as their representatives have the right to get acquainted with the case materials, as well as to make extracts and make copies.

At the same time, the persons against whom proceedings on an administrative offense are being conducted, the victims and their representatives do not have the right to make extracts and make copies of the case materials, which is planned to be changed by amendments to a number of articles of Chapter 25 of the Administrative Code of the Russian Federation, the explanatory note clarifies.

The day before, it was reported that a bill was submitted to the State Duma to extend the "garage amnesty" until September 1, 2031. The current version of clause 2 of Article Z7 of the Federal Law sets the deadline for the simplified procedure for registration of citizens' rights to garage facilities and the land on which they are located until September 1, 2026. According to data from the Federal Register, over the 3.5 years of the law's operation, Russians have registered more than 746 thousand objects: garages and plots under them, according to the Telegram channel of the United Russia party.
