The economist estimated the impact of a one-time tax on luxury cars and yachts
The premium transport market will not change due to the introduction of a one-time tax on expensive cars, yachts, boats, airplanes and helicopters. Maxim Gmyrya, founder of the Sequoia Group Risk Management Agency and Chairman of the Insurance Committee of the Association of Exporters and Importers, told Izvestia on February 18.
"If you look at the luxury transport market without emotion, you should not expect dramatic changes here. This segment is traditionally one of the most stable and least sensitive to fluctuations, unlike mass-market and even middle-class cars. The premium segment lives by its own rules, and even against the background of general turbulence, it demonstrates stability and sometimes sales growth," the expert noted.
According to him, an additional fee of 1-4% is unlikely to be a factor that will change the behavior of buyers. People who purchase vehicles for tens of millions of rubles are more likely to pay than reconsider their decision.
Gmyrya said that from an economic point of view, the effect on the budget will be positive, but the scale of revenue remains questionable. According to the expert, much depends on the volume of transactions, and accurate data about it is not publicly available. In any case, additional revenues will be a plus for the treasury, but they are unlikely to significantly affect the financing of large government programs.
"For the majority of citizens, the possible changes will remain almost invisible. Whether this tax is introduced or not, there will be no difference for the daily lives of 99% of the population," the expert stressed.
In his opinion, the distribution of benefits and costs is also obvious. Buyers of luxury vehicles will formally become payers of the new fee, but their financial situation will not change significantly. The state will receive an additional source of income, and for society as a whole, the initiative will remain an element of budget policy without a direct impact on living standards.
The economist concluded that if a decision is made, the luxury transport market will continue to operate as before, the budget will receive limited additional resources, and structural changes in the economy should not be expected.
On the same day, it was reported that a bill on the introduction of a one-time tax on the purchase of expensive vehicles would be submitted to the State Duma. It is proposed to amend the Tax Code. The tax will affect cars worth over 20 million rubles, as well as yachts, boats, helicopters and airplanes worth over 50 million rubles.
