Strategic design: CTP is promised to be included in the "white list"
Websites and applications of a number of insurance companies dealing with CTP may be included in the "white list" of resources that will continue to work with restrictions or disconnection of the mobile Internet. This will allow car owners involved in an accident to process accident documents electronically even in the absence of a stable Internet connection. "Whitewash" CTP
The All-Russian Union of Insurers (VSS) has taken the initiative to include a number of insurance companies involved in the registration of CTP policies in the "white list" — a list of socially and infrastructurally significant Russian online services that remain available when the mobile Internet is limited. The BCC announced this in its Telegram channel.
The Union asks to include in this list 15 insurance companies working with CTP with large volumes of transactions (1 thousand settlements daily), including those related to the European protocol, as well as the VCC itself, the Russian Union of Motor Insurers (RSA) and the National Union of Liability Insurers (NSSO).
"According to the requirements of the law On CTP, all insurers that carry out CTP are required to provide policyholders with the opportunity to file a claim for compensation in electronic form. Thus, the continuous operation of information systems, Internet portals and mobile applications of insurance market participants is in demand and critically important for the Russian Federation," the letter of the Supreme Arbitration Court, which was reviewed by Izvestia, says.
Settlement without delay
The Russian Union of Motor Insurers recalled that from January 1, 2025, the possibility of electronic settlement of CTP is provided. The victim has the right to apply to the insurer with an application for insurance compensation or for direct compensation of losses using the official website or mobile application of the insurer, the organization emphasized. The RSA also noted that currently the majority of CTP contracts are concluded in the form of electronic documents: according to data for the first nine months of last year, their share reached 72%.
—Insurers need to be provided with the Internet to organize normal work: so that customers can conclude contracts, settle losses, and ensure that the legally guaranteed services at Avtograzhdanka do not stop," the RSA explained to Izvestia.
According to Evgeny Ufimtsev, president of the VSS, RSA and NSSO, the "white list", that is, a list of domestic services and websites that work when the mobile Internet is turned off or restricted, is extremely important for citizens and companies in many life situations. He called electronic registration of an accident or settlement of losses one of such situations.
— It is necessary that people quickly, without creating congestion, be able to issue a notice of an insured event, as well as declare and settle the loss. Insurers, by improving the quality of service, are doing a lot for digitalization. Nowadays, almost any insurance policy can be purchased online. And this is used by both individuals and legal entities. It is necessary to provide insurers with the opportunity to organize normal work, and citizens with the opportunity to buy a policy or settle an insured event," said Evgeny Ufimtsev.
The Ministry of Finance, which forms the "white list", told Izvestia that they had received an appeal from the All-Russian Union of Insurers regarding the inclusion of insurance companies in this list. At the same time, the press service of the department recalled that "a prerequisite for inclusion in the "white list" is the presence of all used computing resources on the territory of the Russian Federation and coordination with the authorities responsible for security."
Selective activation
In the current reality, when restrictions on the operation of the mobile Internet are introduced in a number of regions for safety reasons, it is important to enable car owners to purchase insurance or arrange an accident, despite these measures, said Valery Soldunov, a member of the Civic Chamber of the Russian Federation, chairman of the All-Russian Society of Motorists. Therefore, he calls the proposal of the BCC reasonable and timely.
— We always support initiatives that can simplify the lives of motorists, and the VCC proposal is precisely aimed at this. However, it is not entirely clear why it is proposed to include only a part of insurance companies in this list. It would be more logical and fairer to include all insurers involved in CTP in it," he told Izvestia.
Maxim Kadakov, the editor-in-chief of Za Rulem magazine, shares a similar point of view. The division of insurance companies into included and not included in the "white list" puts both insurers and car owners in an unequal position, he believes.
— In this case, it turns out that customers of insurers from this list will be able to arrange an accident without a mobile Internet connection, and those who bought insurance from companies that were not included in it will not have such an opportunity. The situation is similar with the acquisition of CTP through a mobile application: in fact, insurers from the "white list" will have an advantage over companies that are not included in this list, — Maxim Kadakov noted.
