The State Duma adopted the law on regional responsibility for children's recreation
At the plenary session on February 17, the State Duma adopted in the second and third readings a bill that increases the status of regional interdepartmental commissions on the organization of children's recreation. The document establishes the direct responsibility of the heads of the constituent entities of the Russian Federation for conducting a health campaign.
The adopted amendments to the law "On Basic Guarantees of the Rights of the Child in the Russian Federation" assign the leadership of the commissions to the highest officials of the regions. In addition, such bodies will now necessarily include representatives of regional ministries and health departments.
Deputy Speaker of the State Duma Irina Yarovaya, who was one of the authors of the initiative, noted that the participation of doctors in the work of the commissions would make it possible to fill children's recreation programs with "real content." According to her, the lower house of parliament intends to monitor the implementation of the law and preparations for the upcoming summer season.
"The interdepartmental commission itself, the logic of which is aimed at helping businesses and institutions prepare for the wellness campaign, not so that they can catch and run around and identify violations, but to prevent them, and to, of course, organize high-quality recreation for children."- the parliamentarian emphasized.
Last November, Oleg Smolin, First deputy chairman of the State Duma Committee on Science and Higher Education (KPRF), did not support the proposal to reduce school summer holidays. According to Smolin, the issue of child care and their safety during long holidays can be solved by organizing summer holidays in children's camps, and shortening the length of school holidays can adversely affect children's health.
