On February 16, Roskomnadzor (RCN) commented on a statement by Sergei Boyarsky, head of the State Duma Committee on Information Policy, that Telegram messenger was in dialogue with the agency amid a slowdown in the service.

The day before, the parliamentarian said that the Telegram management is in contact with the RCN and removes some of the materials on demand. Boyarsky noted that the messenger does not comply with several requirements of Russian legislation, however, according to the deputy, "it remains for him to take a few steps forward" in order to build relations with the Russian authorities and remove restrictions.

"The agency has nothing to add to the previously published information on this issue," TASS cites a statement from the RCN.

On February 10, the RCN press service reported that a number of messengers, including Telegram, continue to ignore the requirements of the law, despite previously announced warnings. Kremlin spokesman Dmitry Peskov said on February 11 that the legislative measures introduced in Russia regarding Telegram were binding. He added that the Kremlin is aware of contacts with Telegram representatives.
