Kremlin spokesman Dmitry Peskov called on February 16 to closely monitor the growth of payments for housing and communal services (HCS).

On the same day, it was reported that deputies of the State Duma (State Duma) proposed to introduce a moratorium on increases in utility bills until March 1, 2028. If the bill is adopted, there will be no fee increases within the approved indexes until March 1, 2028.

"I have no opportunity to comment. I don't understand what this is about. On Friday, it was not said not to increase the cost increase. It is necessary to monitor and closely monitor the increase in fees," he commented on the information about a possible moratorium.

Peskov said on February 12 that the sharp increase in tariffs for housing and communal services in Russia should be slowed down, this should not happen. He noted that the practice of reviewing citizens' appeals, including on a Direct line, allows us to deal with each individual case in detail.

On February 10, the Federal Antimonopoly Service of Russia announced that it was beginning to check utility tariffs in a number of regions of the country. The purpose of the inspections is to assess the economic feasibility of the cost of electricity, heat, gas, water supply and sanitation services.

Chairman of the State Duma Vyacheslav Volodin said on February 10 that all State Duma deputies are in favor of introducing special control over tariffs for housing and communal services. According to him, regional energy commissions often make decisions on tariff increases unreasonably.
