On February 15, eyewitnesses told Izvestia about the rallying of residents of the Khanty-Mansiysk Autonomous Okrug (Khanty-Mansiysk Autonomous Okrug) after the death of a teenager due to snow falling from the roof of a hockey court in the Surgut district.
According to volunteer Regina Gareeva, she learned about the incident from social networks — urban groups urgently asked to come to the hockey court with shovels. The woman clarified that the locals responded to the request and began to help.
"It just seemed to me that every second there were more and more and more people, and no one asked anyone, <...> the men just went to dig. Women <...> they gave me a shovel, the men went and dug. It is precisely such moments that are a great indicator of the unity of the city in the first place. There are no friends or strangers here," the volunteer said.
It is clarified that people substituted for each other in order not to stop, and on social networks they constantly wrote about the lack of shovels, but they continued to be brought. The search continued until it became clear that there was no one else under the snow.
Another witness, Artyom Antipenko, said that the roof of the skating rink had never been cleaned this year, which was the cause of the teenager's death. He noted that after the collapse, the height of the snowdrifts was several times higher than human height.
"I live across the street, I often walked my dog here. No one has ever cleaned here this year. The first time they cleaned [the utilities], because a man died," he said.
The man added that on the day of the tragedy, about 180 people came to the scene, they began to rescue the victims with their shovels — many tools broke.
The day before, a teenager died in the Khanty-Mansi Autonomous Okrug due to snow falling from the roof of a hockey court in the city of Lyantor, Surgut district. It was noted that a snow mass descended from the roof of an indoor hockey court onto a group of children nearby, as a result of which a teenager born in 2013 died from his injuries, and one minor was hospitalized.
A criminal case has been opened into the incident under Part 2 of Article 293 of the Criminal Code of the Russian Federation ("Negligence resulting in the death of a person by negligence).
