Russia was surprised to hear Baku's official statement about the alleged deliberate missile attacks on the Azerbaijani embassy in Kiev. This was announced on February 14 by the Russian Ministry of Foreign Affairs.

"We were perplexed by official Baku's statements about the allegedly deliberate Russian missile attacks on the Azerbaijani embassy in Kiev," the Russian Foreign Ministry said in a statement quoted by RIA Novosti.

The Ministry recalled that the necessary clarifications were provided to Azerbaijan in a timely manner. Thus, on November 21, 2025, during a conversation at the Ministry of Foreign Affairs, the Azerbaijani Ambassador to Moscow expressed regret over the damage to the buildings and territory of the embassy in Ukraine. At the same time, it was stated that the damage probably occurred due to incorrect operation of the Ukrainian air defense system, and presumably as a result of the fall of the Patriot air defense missile system.

According to the Russian Foreign Ministry, the Azerbaijani side was re-informed that during the special military operation (SVO), the army of the Russian Armed Forces (AF) strikes exclusively at legitimate military targets, including facilities of the Ukrainian military-industrial complex, including in Kiev. When planning strikes, data is carefully monitored, minimizing damage to the civilian population and taking into account the location of diplomatic missions of foreign states.

On January 27, the official website of the State Security Service of Azerbaijan reported that three citizens of the republic who were preparing a terrorist attack on the embassy of a foreign state in Baku had been detained. According to the agency, the detainees acted on grounds of religious hatred and were associated with the Wilayati Khorasan group (the Afghan branch of the Islamic State, both organizations are recognized as terrorist and banned in the Russian Federation).
