Potential rowdies are planned to be identified even before boarding the plane. Rosaviatsia has sent relevant recommendations to the heads of aviation companies to the transport police. The Interior Ministry advises security services to pay attention in advance to drunk and inappropriate passengers in "clean" areas and apply preventive measures, while the specific methods are not specified. Experts note that the criteria by which travelers can be classified as potential offenders have not been formulated: intoxication itself is not such an indicator yet. The most effective measure, in their opinion, would be the introduction of a single blacklist of passengers who will not be sold tickets.

How is it proposed to prevent airstrikes

In the "clean" areas of airports and waiting rooms, they plan to monitor potential rowdies and take preventive measures with them. This follows from the recommendations of the General Directorate for Transport The Ministry of Internal Affairs of the Russian Federation, sent by the Federal Air Transport Agency to the heads of airline companies. Izvestia has reviewed the document. Exactly what measures will be taken does not follow from the recommendations. The airline's early incident prevention mechanisms, together with the police, should be developed by February 27.

The document notes that in most cases, passengers who violate public order board already intoxicated. According to the Interior Ministry, one of the reasons for inappropriate behavior remains the sale of alcohol at airports, including in duty-free shops. Many people drink alcohol in cafes and restaurants in "clean" zones, as well as on board aircraft during the flight, the Main Directorate for Transport of the Ministry of Internal Affairs notes.

According to the press service of Pulkovo Airport, in accordance with Article 107 of the Air Code, the airline has the right to refuse transportation to a passenger at any stage if his condition poses a threat to flight safety or he violates public order. However, the ticket price is non-refundable.

In Pulkovo, it was noted that employees of the transport security services undergo special training to identify persons with signs of aggression or inappropriate behavior at the stages of registration and inspection. Upon boarding, a passenger whose behavior is questionable may not be allowed on board by an airline employee.

It is important to understand that intoxication itself is not considered a reason for automatic removal from the flight, the S7 press service told Izvestia. A decision on non-admission is made only within the framework of administrative legislation if the passenger's behavior offends human dignity and public morality.

"Global experience shows that effective measures are not only fines, but also extensive information work: passengers should clearly know what behavior is prohibited and what consequences await them," the airline added.

With a general decrease in riots on board, the situation remains difficult. So, according to the Interior Ministry, in 2025, 1,272 passengers were removed from airplanes for violating public order, while in 2024 this figure was 1,569 people; all violators were handed over to transport police officers, the recommendations say. 1202 people were brought to administrative responsibility (in 2024 — 1498), 10 people were brought to criminal responsibility against 43.

Izvestia sent requests to the Federal Air Transport Agency, the Ministry of Internal Affairs, the Ministry of Transport, airlines and airports.

Will they create a single blacklist for passengers

For example, if security services intervene in all cases of drunk passengers, this can cause outrage and even scandals, he noted.

— Alcohol intoxication does not imply future aggressive behavior. Many drunks just sleep on board, and the sober ones go on a rampage," Andrey Patrakov, founder of the RunAvia flight safety service and aviation expert, told Izvestia.

There is already an effective tool in the world to combat inadequate passengers: they simply do not sell tickets on the basis of being blacklisted for offenses already committed. The databases of airlines and the police have been combined, and the terms of suspension of a citizen from transportation for inappropriate behavior on board an airplane have been approved at the state level, the expert notes.

— We have been talking about creating a single blacklist for five years, but the Ministry of Transport has not yet brought this matter to the bill, — said Andrey Patrakov. — A simple information system for data exchange can significantly solve the problem of riots.

According to Roman Gusarov, the blacklist system should be regulated by federal agencies and relevant legislation to prevent abuse. Abroad, they are included for a year or three, but there should be exceptions if there are no alternatives to air transport, the expert concluded.
