The Ministry of Industry and Trade explained the new rules for calculating scrap collection

In Russia, it is planned to adjust the mechanism for calculating recycling for cars imported into the country from the territory of the EAEU countries. The changes are aimed at eliminating cases of underestimation of the customs value of a vehicle and various schemes to reduce the amount of payments. This was reported to Izvestia on February 13 in the press service of the Ministry of Industry and Trade of the Russian Federation.

Previously, this approach has already been applied to cars imported into the EAEU by legal entities, and now it is planned to extend it to the import of individuals. At the same time, the proposed solution will not affect those importers who knowingly state the correct customs value of the car in the import documents, the Ministry of Industry and Trade emphasized.

When processing imported cars imported to Russia through the EAEU countries, cases of significant underestimation of the customs value of the vehicle, as well as the use of various schemes to reduce payments due, have been recorded. For example, the registration of such cars through a customs receipt order, rather than through a customs declaration, the agency said.

The Ministry explained that the adjustments to Resolution No. 1291 are not a new approach and are not aimed at increasing the coefficients and increasing the amount of such a fee.

"These changes are an element of consistent work to create transparent import conditions that ensure the correct payment of all customs and tax payments without using bypass schemes," the Ministry of Industry and Trade emphasized.

Earlier, on February 12, it was reported that the Russian government postponed the payment of the recycling fee for the largest manufacturers of cars and special equipment. The ministry explained that the decision was made in conditions of expensive debt financing and high credit burden of enterprises. It is noted that the released funds of the company will be able to be used for investment programs, purchase of components and payment of salaries.
