The Ministry of Finance explained the tariff adjustment of the Russian Post
The Ministry of Finance of Russia supports the decision to index the marginal tariffs for forwarding written correspondence of the Russian Post, which will enter into force on March 1. The measure is economically justified and is aimed at long-term stabilization of the work of the postal operator, the ministry stressed on February 13.
It is noted that over a long period, the growth of tariffs for postal services significantly lagged behind actual inflation, which led to the accumulation of an imbalance between the growth of operating costs of the enterprise and the level of income. The tariff level agreed by the Federal Antimonopoly Service of Russia will make it possible to compensate for the effect of the underindexation of previous years, the Ministry of Finance added.
"So, starting from March 1, the new tariff for sending simple letters weighing up to 20 grams will be 48 rubles, registered letters weighing up to 20 grams — 97 rubles, letters with a declared value of up to 20 grams — 215 rubles. The new tariff for the shipment of a simple parcel weighing up to 100 grams will be 100 rubles, and a customized parcel weighing up to 100 grams will be 155 rubles," the press release says.
The tariff increase will not affect socially vulnerable categories of citizens — the reduced tariffs are fully maintained for pensioners, disabled people, large families, combat veterans, participants in a special military operation (SVO) and low-income citizens. At the same time, the Ministry of Finance emphasized that the main user of Russian Post services is still the state, so indexing will primarily affect budget expenditures, not people's expenses.
"In parallel with the resolution of the current tariff issue, the Ministry of Finance of Russia has completed the development of a comprehensive draft law aimed at the systemic transformation of Russian Post. The document contains a package of structural measures designed to ensure the long-term sustainability and development of the enterprise in market conditions. Among the key initiatives are updating the requirements for the postal communication network, expanding the list of permitted types of activities in branches, and introducing flexible mechanisms for providing universal communication services," the department added.
This approach will allow the postal operator to break even, reduce the debt burden, increase employee salaries, as well as create a modern digital delivery and logistics management infrastructure, guarantee the availability and modernization of rural offices. In addition, the proposed initiatives will improve the quality of services and services for citizens.
The Ministry of Finance and the Federal Antimonopoly Service will also continue monitoring the activities of the Russian Post, the ministry concluded.
On February 8, it was reported that the State Duma and the Russian government agreed to work together to solve the problems of Russian Post. It was clarified that legislative decisions on the accumulated issues could be taken during the spring session.
