The project of a unified platform for domestic cars has been put on pause
Russia has so far been forced to abandon the project to develop a single modular platform for cars due to budget constraints. This was announced on February 11 by the head of the Ministry of Industry and Trade of the Russian Federation Anton Alikhanov in the State Duma.
The minister called the project of a single modular platform capital intensive.
"Unfortunately, our manufacturers will not be able to afford such costs without state support," TASS quoted him as saying.
According to Alikhanov, the Ministry of Industry and Trade intends to focus on localization of critical components, including those intended for electric vehicles and hybrids. He noted that in 2025, 15 thousand electric vehicles and hybrids were produced in Russia, which is three times higher than in 2024.
In November 2024, the State Duma Committee on Budget and Taxes approved an amendment according to which 87.8 billion rubles were allocated to the draft state budget for the next three years for the development of its own modular platform for cars.
Later, in December, Tigran Parsadanyan, Director of the Department of Automotive Industry and Railway Engineering at the Ministry of Industry and Trade of the Russian Federation, announced that it was planned to allocate 160 billion rubles over the next five years to develop a single modular platform for cars.
The state subsidies were intended for the Ministry of Industry and Trade of the Federal State Unitary Enterprise NAMI, which was to become the main developer of such a platform. They also planned to involve AvtoVAZ, GAZ and KAMAZ. The emphasis was placed on creating a platform for cars of classes C, D and E.
Fedor Nazarov, CEO of FSUE NAMI, reported that pre-project activities to create a single modular platform began in 2024, and not only car factories, but also large developers of automotive components expressed a desire to participate in the project. Anton Alikhanov, the head of the Ministry of Industry and Trade of the Russian Federation, said that it is planned to produce not only cars with internal combustion engines, but also hybrids and electric vehicles based on the domestic unified modular platform.
On January 30, the first stage of the automotive components cluster was launched at Avtotor in the Kaliningrad Region. It includes seven plants at once: for the production of electronic control systems, electric motors, plastic parts, exhaust systems, car seats, compact electric vehicles (welding shop), as well as equipment and accessories. Investments in this project amounted to about 29 billion rubles, of which about half were allocated by the Industrial Development Fund.
