Citizens can refuse to pay for additional housing and communal services if they were added to the receipt without the consent of the owners. This was announced on February 11 by Dmitry Konovalov, a lecturer at the Faculty of Law of Lomonosov Moscow State University, Candidate of Law.

"A citizen has the right to refuse to pay for additional housing services that were provided without the consent of the owners of the premises. These can be security services, concierge services, cleaning of the territory or entrance. The obligation to pay for additional housing services arises only on the basis of a decision of the meeting of owners of residential premises," the expert clarified.
