The key condition for the United States on arms control is China's involvement in the negotiations. This was announced on February 10 by the Secretary of the Russian Security Council, Sergei Shoigu.

"The key condition for the United States is to join the negotiations (on arms control. — Ed.) of China, while Washington is silent about the need for London and Paris to participate in them," Shoigu said in an interview with the Kommersant newspaper.

He also recalled the openness of the Russian Federation to negotiations on the creation of new treaties on global stability. According to Shoigu, the United States wants to create a new agreement with a large number of participants, but in the context of the Americans' actions, "there is no need to talk about any multilateralism."

On the eve of the Russian Deputy Foreign Minister Sergei Ryabkov said that there was no reason to talk about launching a new negotiation process with the United States on the Treaty on Measures for the Further Reduction and Limitation of Strategic Offensive Arms (START Treaty). In addition, he expressed regret that the United States perceives the treaty as "something unsatisfactory" and "requiring replacement with something else."

On February 6, Russian Foreign Minister Sergei Lavrov announced Russia's readiness to discuss security issues with the United States. He noted that Moscow is ready for any development of events after the expiration of the START Treaty, and stressed that now there is a vacuum in this matter.
