On February 10, Roskomnadzor informed Izvestia that a number of messengers, including Telegram, still do not comply with the requirements of Russian legislation. The agency pointed out the lack of sufficient measures to protect personal data. Also, according to the regulator, the service does not sufficiently counteract fraud and the use of the platform for criminal purposes.
Since August 2025, a mechanism of phased restrictions has been provided for systematic violators. Such measures may be lifted after the identified violations are eliminated. In the case of Telegram, as noted in the RCN, the instructions were not fulfilled.
In addition, the regulator intends to continue the consistent application of restrictive instruments. At the same time, the specific dates or formats of additional measures are not specified. The situation remains under the department's control.
What judicial measures are being considered
On the same day, February 10, it became known from the materials of the courts of general jurisdiction that the Tagansky District Court of Moscow registered eight administrative protocols regarding Telegram. A fine of up to 8 million rubles may be imposed on each case. A review of some of the protocols has already been scheduled.
Seven materials were compiled according to the article on non-deletion of prohibited information. We are talking about content that the platform owner is required to block under Russian law. For legal entities, the sanction ranges from 3 million to 8 million rubles.
Another protocol concerns repeated failure to perform social network monitoring duties. The maximum fine under this article also reaches 8 million rubles. The case sessions are scheduled for February 11 and 25, as well as for mid-March.

Against the background of regulatory claims, users record disruptions in the operation of Telegram. According to DownDetector, on February 9, more than 1.3 thousand complaints were received. The peak of requests occurred during the daytime.
Most often, residents of the Tomsk, Novosibirsk and Sakhalin regions, as well as the Republic of Khakassia, reported problems. Users complained about the lack of notifications and the complete unavailability of the service. Similar failures were recorded on February 3.
