A two-day business seminar has started in Moscow

The first large-scale industry seminar-meeting "All facets of expanded responsibility of manufacturers, importers and Recyclers: from theory to practice" with the participation of Svetlana Radionova, Head of the Federal Service for Supervision of Natural Resources Management, began its work in Moscow. The main focus will be on analyzing the mistakes made in the preparation of reports by manufacturers, importers and recyclators based on the results of last year's campaign, as well as explaining the innovations of 2026 that are changing approaches to reporting and compliance with recycling standards.

In total, over 550 people have registered for the seminar. Interest in it arose not only among the direct participants of the ROP, but also among the regional authorities. This is especially important, since they are the ones who form the local closed-loop economy (EEOC).

"The issue of recycling is facing the authorities today as acutely as it is facing business. For the state, this is the fulfillment of the tasks set by the President of the Russian Federation. In cooperation with the Ministry of Industry and Trade of Russia, the Central Trade Commission and the Federal Customs Service, we will build the system so that it works transparently and efficiently. We are all interested in this," said Svetlana Radionova, Head of Rosprirodnadzor.

In two years, more than 34 million tons of goods and packaging have been put into circulation in the EPR system. Over 8 million tons were to be disposed of, and about 4.47 million tons were actually recycled. Rosprirodnadzor processed more than 93 thousand reports, and the amount of the environmental fee amounted to 21.5 billion rubles. The infrastructure is developing in parallel: by the end of 2025, the register includes 192 recycling facilities and 204 facilities in 53 regions with a capacity of more than 9 million tons per year. The system is becoming more structured and demanding for market participants.

For two days, the Service's specialists will analyze in detail the mistakes made by manufacturers and importers of goods and packaging when submitting reports, the most frequent violations, and discuss rules that will help businesses comply with legislation and avoid violations.

The development of the waste disposal market plays an important role in the development of a closed-loop economy. The environmental fee collected from manufacturers and importers of certain goods and packaging is directed, among other things, to the formation of EPPS, namely, to the creation of an infrastructure for waste collection and disposal. This allows us to solve a number of fundamental tasks, including reducing waste disposal and reducing the burden on the environment; preserving natural resources by involving secondary resources in economic turnover; and improving the environmental situation.

Russian President Vladimir Putin has repeatedly stressed the strategic importance of the transition to a closed-loop economy. According to the national goals set by the head of state, by 2030, 100% of annually generated municipal solid waste should be sorted, no more than 50% of such waste should be disposed of, and at least 25% of production and consumption waste should be involved in economic turnover as secondary resources and raw materials.
