Experts have announced an increase in housing construction in the Far East
Over the past five years, the main activity of developers in the Russian multi-family housing market has been redistributed from Moscow, St. Petersburg and their regions to the regions. This is evidenced by the data of the analytical center "Cian", which was reviewed by RBC.
According to the study, the share of the four leading markets — Moscow, the Moscow Region, St. Petersburg and the Leningrad Region - in the total volume of housing starts fell from 34% in 2021 to less than 30% in 2025. In absolute terms, commissioning in the capital has decreased by 4% in five years, in the Moscow region — by 17%, in St. Petersburg — by 23%, while in the Leningrad region it remained approximately at the same level.
At the same time, there was a significant increase in construction in other regions. For example, in 2025, compared with 2021, a large increase was observed in the Far East market: it amounted to 39%. Other regions in the company include the republics of the North Caucasus (+89%) and southern Siberia. Significant growth was also recorded in the Tyumen, Nizhny Novgorod regions and Stavropol Territory.
Major federal players have accumulated large teams that need to be loaded with work, the representative of Atlas Development believes.
"They often choose cities where either development is not so well developed, or there is a fairly high demand, or preferential mortgage programs are in effect. First of all, in the Far East, where for many years the construction of new houses was very limited, and interest in buying a home was high, said Ruslan Syrtsov, Managing Director of Metrium.
Experts attribute this trend to several factors.
"The shift in development activity is largely due to the diversification of portfolios and a decrease in dependence on one sales market. Regions are attracted by lower land prices, stable demand and a shortage of high—quality facilities," explained Victoria Anokhina, Commercial Director of Razvitie Group.
At the same time, in Moscow, the state renovation program is creating serious competition for private developers, and in St. Petersburg, after several years of record construction, a natural correction has occurred. However, as noted by Syrtsov, the markets of large agglomerations and regions are developing separately. Increased activity in the province does not mean a comparable reduction in construction in Moscow or St. Petersburg. Metropolitan agglomerations have undergone a transformation in favor of more expensive and cost-effective projects, the expert emphasized.
A separate trend remains the growth of individual housing construction (IHS), which accounted for 59% of all housing commissioned in the country in 2025. The largest increase in residential housing in five years was recorded in the Tver and Murmansk regions, the regions of the Far East, the North Caucasus and the Moscow region.
Izvestia reported on December 20 that new business-class buildings had risen in price in Moscow by up to 22%. This is the conclusion reached by STONE analysts, summing up the preliminary results of 2025 in terms of supply, prices and demand in the capital's market.
