The OP called for fining parents who "forget" children in kindergartens

Parents who pick up their children from kindergartens late should be charged an additional fee. This was announced on February 6 by Vladislav Grib, Deputy Secretary of the Civic Chamber of the Russian Federation.

"It is important that there are strict regulations regarding parents who pick up children after kindergartens close. It happens that after eight and after nine o'clock they don't pick up the children, they forget, they don't hurry. In cases of significant delay, it is possible to charge additional fees from parents who do not pick up their children on time," he told TASS.
