Rosfinmonitoring explained the reasons for the introduction of a limit on depositing cash through ATMs. The restriction to 1 million rubles per month, according to experts, will not create problems for bona fide customers and will help streamline the operations of small and medium-sized businesses. This was reported by RBC on February 5.

Rosfinmonitoring noted that depositing large amounts through ATMs can be used by intruders to legalize income from covert criminal activities.

"In this regard, we believe that the introduction of a limit on account replenishment through ATMs will potentially help reduce these risks, including those related to the use of accounts opened on fake individuals (drops) in various illegal schemes," the department stressed.

Cash restrictions and business whitewashing can bring up to 1 trillion rubles to the budget annually from 2027. On February 2, experts noted that the transition to cashless payments in the segment of small and medium-sized businesses has already become a steady trend, and the share of cash payments has decreased from 25.7% in 2021 to 12.2% in 2025. The main purpose of regulation is to close gray schemes and equalize competitive conditions.
