The Main Military Investigative Department has opened a criminal case on fraud on an especially large scale against officials of FSAU Roszhilcomplex, the Ministry of Defense and the management of a number of companies. This was reported on the website of the Investigative Committee of Russia on February 4.

"During the investigative actions carried out by the investigators of the GVSU of the Investigative Committee of Russia, persons suspected of committing a crime were identified, in connection with which, in accordance with Articles 91-92 of the Criminal Procedure Code, Valery Abramenkov, former head of FSAU Roszhilcomplex, as well as the heads of ERC Housing and Communal Services LLC, EIC LLC, EPC LLC, and Aparthage LLC were detained. Nevsky", LLC "Automated Control System", LLC "Stroykomplex" and LLC "CFKU" Inna Mil, Ilya Volk, Nijad Huseynov," the Investigative Committee reported.

According to investigators, in the period from 2021 to 2024, officials concluded the same type of contracts for the maintenance of the housing stock of the Ministry of Defense at inflated prices, the total amount of contracts exceeded 1 billion rubles. Investigators are conducting interrogations of witnesses and searches at the offices of companies and at the residential addresses of the defendants.

Earlier, on October 4, 2025, it was reported that the investigation of the criminal case against the former deputy head of the Yuzhny branch of FSAU Roszhilkompleks, Sergei Tera, on fraud with housing subsidies, had been completed. Charges were brought against him and a group of accomplices for complicity and abuse of power, which caused major damage. According to the investigation, from 2021 to 2024, the defendants assisted in obtaining subsidies for bribes, introduced false information into cases and caused damage to the Ministry of Defense in the amount of several tens of millions of rubles.
