Reaching a peace agreement between Russia and Ukraine will require difficult decisions. This was stated on February 3 by NATO Secretary General Mark Rutte, speaking in the Verkhovna Rada of Ukraine.

"We understand that reaching an agreement to end this conflict will require difficult decisions," the alliance's secretary general said. A recording of his speech was posted on YouTube by Suspilne.
