The Bank of Russia and insurance companies discussed the issues of improving the mechanism of in-kind compensation in CTP, one of the options is its cancellation. This was reported by Kommersant on February 3, citing sources.

The reason for the potential changes is as a result of the actions of fraudsters in dispute resolution, abuse by unscrupulous intermediaries and car lawyers. The central Bank, market participants and human rights activists believe that the current system of in-kind compensation needs to be improved.

As the interlocutors of the publication noted, the refusal of in-kind compensation may lead to an increase in tariffs and a reduction in the commission for insurance agents. Insurers offer to partially reimburse expenses for self-repair, as well as limit their responsibility for meeting repair deadlines. A complete cancellation of repairs, especially if we take into account the growth of registration without the participation of traffic inspectors (according to the European protocol), can lead to a surge in fraud, market participants believe.

The note cites data from the RSA, according to which for 11 months of last year the volume of CTP premiums collected reached 297 billion rubles, and the total amount of payments exceeded 204 billion rubles. At the same time, the average cost of the CTP policy decreased by 4.8%, while the average payout increased by 16.3%.

The day before, it was reported that State Duma deputies had prepared an inter-factional bill, which proposes to oblige insurance companies to make recourse claims against the perpetrators of accidents in the presence of aggravating circumstances.

Also on February 2, the deputies proposed to link the rate of tariff increases for CTP policies to the increase in the average salary in the region. According to parliamentarians, this measure will eliminate cases of a sharp increase in tariffs across the region.
