From March 1, 2026, the federal register of patients with a number of diseases will begin operating, which will include data on 12 groups of diagnoses, including cardiovascular diseases, oncological diseases and diabetes mellitus, said Evgeny Masharov, a member of the commission of the Public Chamber of the Russian Federation on public examination of draft laws. How the creation of the registry will affect the quality of diagnosis, treatment, and drug provision for patients with these diseases is described in the Izvestia article.

Separate registries will actually be formed for each of the 12 areas of diseases, Tatyana Butskaya, first deputy chairman of the State Duma Committee on Family Protection, Fatherhood, Motherhood and Childhood, told Izvestia. This will allow you to understand exactly how many people suffer from certain pathologies, such as diabetes mellitus or cardiovascular diseases.

It will also become clear who made the diagnosis and at what stage, at what stage the disease was detected, what treatment was prescribed, what is the dynamics of the patient's condition, whether operations were performed, where exactly and with what result.

— As a result, the system will make it possible to control each specific case. In the future, it will be possible to connect artificial intelligence tools to this data in order to predict the risks of complications based on the patient's age, time of diagnosis, medications taken and other parameters and send a person to a medical examination or in—depth diagnosis in advance," the deputy noted.

Provided that the register works equally effectively in all regions and the data really begins to flow into a single federal circuit, this will be a serious step forward for healthcare, the politician believes.

— Such a system will allow you to "keep track" of patients and see how regional medical systems work, where diseases are better detected, and where diagnoses are already made at a chronic stage, which will be the basis for management conclusions, — said Tatiana Butskaya.

At the same time, pregnancy and the postpartum period are included in the registers. This opens up the possibility to track the birth of each child, identify the risks of congenital or perinatal pathologies in advance, and correctly route expectant mothers.

"If a child was born prematurely, suffered a difficult birth, or has genetic characteristics, information should be immediately sent to the polyclinic level," the deputy said. — At the same time, there is a serious gap: there is not enough participation of social support agencies in the system yet.

In her opinion, for the full-fledged work of early family and child care, medical data should be automatically transferred to social protection structures, and at the regional level, if necessary, to the education system. Nowadays, this transfer often takes place formally and inefficiently, up to oral recommendations and "paper phones".

— Therefore, a full—fledged entrance for the Ministry of Labor and Social Protection must be provided in the created register, so that the system really works comprehensively and modernly, - said Tatiana Butskaya.

The register will improve the effectiveness of combating widespread socially significant and dangerous diseases that directly affect public health, mortality rates and people's ability to work, Mikhail Terentyev, deputy chairman of the State Duma Committee on Labor, Social Policy and Veterans Affairs, Chairman of the All-Russian Society of the Disabled, confirmed in an interview with Izvestia.

— The state is already allocating significant financial resources to increase the birth rate and improve the demographic situation, — said the deputy. — Russia is focused on population growth, where a high proportion of healthy citizens is an important factor for sustainable and successful development.

In this context, in his opinion, health monitoring systems will give authorities the opportunity to make more informed decisions, strengthen the prevention and treatment of diseases at an early stage, as well as reduce risks for a long and active life.

At the same time, prevention largely depends on sufficient budget financing of healthcare, including diagnostic programs, medical checkups and early detection of dangerous diseases, Mikhail Terentyev recalled. Emphasis should also be placed on the need to form a healthy lifestyle through public opinion.

One of the most effective prevention tools can be considered the priority construction of sports infrastructure and ensuring its physical and financial accessibility for citizens, the deputy emphasized.

The register allows you to "count" patients and makes it possible to track the continuity between levels of care, Yan Vlasov, co-chairman of the All-Russian Union of Patients, told Izvestia. For the healthcare system, this is the basis for planning drug purchases, assessing funding needs, and integrating patients into federal programs.

"Unfortunately, state records for a number of diseases still remain fragmented, which is why patient organizations have been maintaining their own registers for many years, filling in these gaps and raising systemic problems at the federal level," he said.

In order to really reduce the incidence and improve the quality of life of patients, according to him, it is important not only to create a registry, but also to ensure its integration with the mechanisms of drug provision. Only in this case will the data begin to work in the interests of the patient, and not remain statistics.

The register is an important tool for recording patients with certain diseases, Sergei Leonov, head of the State Duma Committee on Health Protection, told Izvestia. It is necessary, first of all, for accurate planning of purchases and provision of medicines to patients. The register is also needed for medical check-up and regular health monitoring. Many of these diseases occur in different ways and give complications, so it is important to monitor the dynamics and respond to the deterioration in time.

In addition, according to him, the database will allow analyzing the situation for each disease, evaluating the effectiveness of treatment and prevention, and making adjustments if necessary.

The most effective conditions for disease prevention are a favorable social environment and people's confidence in the future of their family, Inna Litvinenko, associate professor at the Russian State University of Social Technology and a member of the Public Council under the Ministry of Science and Higher Education of Russia, told Izvestia. An important role is played by the availability of full medical support and the absence of the need to seek charitable assistance, especially in cases of treatment of children.

— In order to reduce the total number of diseases, it is worthwhile to actively conduct open preventive actions in regions and municipalities with the possibility of free comprehensive diagnostics based on the "here and now" principle, — the expert is convinced.
