The State Duma supported the idea of obtaining her husband's consent for an abortion

It is necessary to legislate the requirement to obtain the consent of a spouse when a woman decides to terminate a pregnancy. This opinion was expressed on January 29 by Tatyana Butskaya, first deputy chairman of the State Duma Committee on Family Protection, Fatherhood, Motherhood and Childhood from the United Russia party.

So the deputy supported the words of Patriarch Kirill, who earlier this year spoke in favor of stricter legislation on abortion.

At the XIV Christmas parliamentary meetings in the Federation Council, he proposed to develop a federal law criminalizing inducement to artificial termination of pregnancy, as well as to consider the possibility of banning abortions in private medical institutions. Currently, similar regional bans on inducing abortion are already in effect in a number of subjects of the Russian Federation.

"There should be a federal law in terms of the consent of the child's father. We proceed from the fact that if this is a registered marriage, then this is the father of the unborn child, and, of course, he also has the right to make a decision about the birth," TASS quoted her as saying.

The measures are aimed at increasing the birth rate and reducing the number of abortions.

On January 20, 2025, the press service of the Patriarchal Commission on Family, Maternity and Childhood Protection reported that in 2025, 329 Russian private clinics refused licenses for abortions, while in 15 regions all commercial institutions made such a decision. It was clarified that 89 regions of the country supported the initiative of Patriarch Kirill of Moscow and All Russia to restrict abortions. The number of clinics that have refused licenses continues to grow.
