The role of the Organization for Security and Co-operation in Europe (OSCE) in resolving the conflict in Ukraine is an illusion, as the organization has discredited itself. This was stated on January 26 by Russia's Permanent Representative to the OSCE Dmitry Polyansky.

"Some people clearly have the illusion that the OSCE a priori has some kind of role here (in regulating Ukraine — Ed.). She's not here yet — you have to earn that role," he told RBC.

The diplomat noted that the OSCE cannot monitor the truce in Ukraine, as it failed the effectiveness test during the implementation of the Minsk agreements. According to him, the organization's special monitoring mission (SMM) acted biased, transmitted data to the Ukrainian military and collected information in the interests of Western intelligence services.

Polyansky stressed that currently no one is interested in the OSCE's monitoring functions in Ukraine, and the organization should focus on solving the European security crisis and revitalizing its tools. He did not rule out the possible participation of the OSCE in the post-conflict settlement, but only on condition that it changes and earns trust.

Polyansky said on January 22 that the Russian side would be ready to consider returning to work in the OSCE Parliamentary Assembly. He specified that the Russian delegation could return to participation provided that Russophobic and discriminatory approaches to solving urgent problems of European security are reviewed.

On the same day, Russia's permanent representative to the OSCE said that the European security system was deteriorating, and the whole world was approaching a military catastrophe. According to him, the OSCE must balance its agenda in such a way that it reflects the concerns of all participating states without exception.

Alexander Grushko, Deputy head of the Russian Ministry of Foreign Affairs, said on December 4 that the West had turned the OSCE into an instrument of hybrid warfare and coercion, and countries that guided national interests were being threatened and blackmailed.
