The Russian Federation's proposal to the United States to extend for one year the restrictions under the Strategic Offensive Arms Treaty (START-3) after February 5 remains in force. This was announced on January 25 by Russian Deputy Foreign Minister Sergei Ryabkov.

Ryabkov noted that the corresponding proposal was made by Russian President Vladimir Putin in September last year. The Russian Federation leaves the door open on this issue.

"But such an announcement should be mutual, parallel. And this position remains in force. If there are no clarifications in the American approach by February 5," he said in an interview with TASS.
