"The United States and the EU hope to attract $800 billion in public and private funds to help rebuild Ukraine," the publication says.

It is noted that the 18-page document is a ten-year plan providing for the country's reconstruction and an accelerated path to membership in the European Union. According to Politico, the European Commission distributed this plan to European leaders on the eve of the summit.
