The State Duma proposed to change the procedure for determining dangerous roads

A bill has been submitted to the State Duma, which provides for a change in the procedure for determining accident-prone sections of highways that are the site of an accident concentration. The document is published on the website of the lower house of Parliament.

It states that, based on the results of an analysis of law enforcement practice by the Ministry of Transport and the Ministry of Internal Affairs of the Russian Federation, the criteria established by the law "On Road Safety" for determining accident-prone areas "do not fully correspond to the task of identifying and eliminating them." There is also no methodology for establishing and recommending how to eliminate the causes and conditions of an accident, and the principles for determining accident-prone areas differ from each other.

The authors of the document propose to consolidate a direct legislative norm on the establishment by the government of the procedure for determining the places of concentration of accidents. In particular, they should provide for the police officer to issue an accident card with information about each road accident, indicating all the circumstances of the incident. It is also proposed to legislatively establish an automatic mode for transferring information from the card to the control system for the formation and use of road funds (SKDF).

"In accordance with the proposed changes, the SKDF itself will need to reflect not only information about accident-prone road sections, but also information about accident concentration sites with their location, as well as information from accident cards," the explanatory note says.

Separately, it is proposed to legislate the provision that highway owners should approve/supplement programs of priority measures aimed at eliminating these accident concentrations within 30 days (instead of the actual maximum period of 1.5 years) from the date of the SCDF's identification of accident-prone areas.

"In the case of the formation of accident-prone sections of roads, the owners of highways are obliged to take preventive measures as part of the maintenance of the highway to prevent the formation of traffic accident concentration sites on such sections," the document says.

The authors of the bill believe that such a set of standards will significantly improve the quality and speed of measures developed by responsible authorities and organizations to deal with traffic accident concentrations. This will require, among other things, amendments to the laws on road safety and on highways and road activities.

Earlier that day, it was reported that a bill had been submitted to the State Duma, which proposes to optimize the activities of Traffic police officers in terms of reducing the number of procedural documents they draw up when registering drunk drivers.
