In Russia, citizens, foreigners, refugees and stateless persons legally residing in the country have access to free medical care under the Compulsory Medical Insurance (CHI) program. To do this, you need to attach to the clinic. Read about how this can be done in the Izvestia article.

Why attach yourself to a clinic

The compulsory medical insurance policy guarantees the right to free medical care in case of an insured event. Russian citizens and other persons eligible for such a policy can choose any institution operating in the compulsory medical insurance system for permanent service. After being attached to this institution, policy holders can:

  • get free qualified help and advice from specialized specialists;
  • Call a doctor at home;
  • apply for sick leave;
  • undergo medical examination;
  • get a medical certificate;
  • get a prescription for medications;
  • apply for benefits and documents for employment.

What documents are needed to attach to the clinic?

To attach to the clinic, you need to collect a package of documents. It includes:

  • Russian Federation passport (for children under 14 years of age — birth certificate) or other identity card;
  • compulsory medical insurance policy;
  • SNILS (if available);
  • a document confirming the change of residence (upon relocation).

For persons subject to the Law on Refugees, one of the following documents will additionally be required::

  • refugee ID card;
  • certificate of consideration of the application for recognition as a refugee;
  • a copy of the complaint against the decision to revoke the status with a mark of admission;
  • certificate of temporary asylum in the Russian Federation.

How to attach to an adult clinic

First of all, it is necessary to choose the medical institution to which the person wants to attach. It is recommended to choose a polyclinic located near the place of residence — this will allow you to call a doctor at home. If you attach to an institution that does not serve the specified address, a doctor's home call will be made from the nearest medical facility.

Then you need to submit an application for attachment. You can do this online on the Gosuslugi portal or in person at the registry office of a medical institution.

How to attach to a polyclinic through Gosuslugi

  • Go to the "Health" section and select the "Attachment to clinic" service;
  • Specify who you are attaching (yourself or the child);
  • Choose a clinic;
  • Fill out and submit the application.
  • The notification of the result will be sent to your personal account within 6 business days.

How to attach to the clinic through the registry

  • Choose a polyclinic on the website of the compulsory health insurance fund in your region;
  • Visit the institution with the full package of documents (described above);
  • Fill out and submit an application addressed to the management of the medical organization.

The registration procedure will also take 6 days — the clinic will check the provided data and, if there are no overlaps, the person will be attached to the medical facility. The separation from the old polyclinic will occur automatically, no applications are required for this.

How to attach a child to a children's clinic

The procedure is similar to attaching an adult. Only the package of documents differs. It includes:

  • passport of a parent or legal representative;
  • child's birth certificate or passport (over 14 years old);
  • child's health insurance policy;
  • Child's SNILS (if available);
  • a document confirming custody or guardianship (if the attachment is issued by the guardian).

If the attachment is carried out through Gosuslugi, before submitting the application, you need to fill in the information about the child in the "Family and children" section.

When they may refuse to attach to a polyclinic

In some cases, admission to the clinic may be refused. The following are the most common reasons.:

  • Errors in the submitted application, incomplete package of documents;
  • Exceeding the number of the attached population — if the district therapists in the selected clinic are overloaded, they may refuse to attach at the wrong place of registration.;
  • Mismatch of the insurance region under the policy with the region of residence — in order to attach in a new region, it is necessary to change the insurance region;
  • Less than a year has passed since the last attachment — you can change the clinic at your own request no more than once a year.

The medical institution is obliged to notify in writing about the refusal to attach it. In case of disagreement with the decision, you need to contact the medical insurance organization that issued the compulsory medical insurance policy. Her contacts can be found on the website of the Compulsory medical Insurance Fund or in the "Compulsory Medical Insurance Policy" card in the "Health" section on "Public Services". The insurance company will check the validity of the refusal and suggest a further algorithm of actions.
