A group of deputies led by Dmitry Gusev, first deputy chairman of the State Duma Committee on Control and first deputy head of the Fair Russia faction, will introduce a bill banning the use of a synthesized voice similar to a human voice in intonation and timbre during mass calls. This became known on January 23.

The bill proposes amendments to the law "On Communications" so that the synthesized voice during automatic calls differs from the human voice and does not create the impression of communicating with a live interlocutor. It is also forbidden to reproduce the natural intonation, timbre, and emotional characteristics of human speech.

"When an automatic system sounds like a living person, it is a deliberate deception. A citizen should clearly understand whether he is talking to a program or a person," Gusev explained to TASS.

According to the authors of the bill, synthesized speech has become one of the key tools of telephone fraud in recent years, and the lack of special requirements for the acoustic characteristics of calls allows attackers to mislead citizens.
