Naked untruth: in Russia they want to ban thousands of "undressing" AI services
Thousands of "undressing" neural services operating in Russia may be limited. The deputies of the State Duma made such a proposal to Roskomnadzor. Such resources grossly violate individual rights and are especially dangerous for distribution in schools, the parliamentarians are convinced. The National Parent Association recognizes the problem, calling for measures to be taken against corrupting AI technologies. According to experts, in order to regulate such services, it is necessary to amend the law "On Information Protection" and blacklist them along with resources promoting drugs or child pornography, which Roskomnadzor already blocks.
Why do the State Duma want to ban locker services?
Roskomnadzor is being asked to limit the work of neural locker rooms in Russia. Boris Chernyshov, Vice Speaker of the State Duma, addressed this proposal to the head of the service, Andrei Lipov. Izvestia has reviewed the document. In it, the deputy reports that destructive online resources are actively spreading in the domestic digital space, using artificial intelligence technologies to generate fake images of naked people ("deepfake pornography"). Such technologies easily become a tool for bullying classmates when the generated images are used for humiliation and psychological pressure, according to an appeal to Roskomnadzor.
According to the MP, there is also a threat of discrediting and insulting teachers, which undermines the authority of teachers and the educational environment itself. The creation and distribution of such content without a person's consent causes irreparable psychological damage, leads to deep trauma and creates real risks to the life and health of the victims, he believes. This practice contradicts the fundamentals of state policy in the field of protection of childhood, family and traditional values, the parliamentarian emphasizes.
The current legislation does not take into account the specifics of neural network technologies and does not allow effective suppression of the activities of such services, which creates conditions for their unpunished distribution, the State Duma fears. Therefore, to protect citizens, it is proposed to introduce mechanisms to restrict the distribution, advertising and organization of access to such online resources and programs in Russia, if their main function is to create intimate images of a particular person without his consent.
As Izvestia found out, the State Duma Committee on Family Protection, fatherhood, motherhood and Childhood is preparing a similar appeal to the department.
— Of course, we should ban these services in Russia as soon as possible. We are preparing such an appeal to Roskomnadzor from our committee," said Nina Ostanina, the head of the committee.
Izvestia sent a request to Roskomnadzor with a request to comment on the prospects for supporting the deputies' proposals.
What is the danger of the spread of "undressing" services
Larisa Sanatovskaya, executive director of the National Parent Association, told Izvestia that this topic is extremely sensitive, so the organization has not received any official requests from parents. At the same time, this issue is regularly raised in private meetings and telephone conversations and causes serious concern.
— Any adequate, normal person will never support such AI toys. Any mother will be in favor of her children being able to receive a moral assessment of certain actions. Therefore, from the point of view of caring for children, it is our duty to protect them from such technologies and interventions in the educational process," she said.
The main risk is that such programs become a tool for bullying in the hands of teenagers, Yana Lantratova, head of the State Duma Committee for the Development of Civil Society, told Izvestia.
— Due to age characteristics and the general level of aggression in the digital environment, some children use artificial intelligence as a weapon for cyberbullying. The victims are most often shy classmates. And for them, during the period of hormonal adjustment and personality formation, such a "joke" can become a psychological trauma," she explained.
Currently, the Criminal Code of the Russian Federation provides for punishment under Article 128 ("Libel"). An attacker can be held accountable for creating a video that defames the honor and dignity of a person — the punishment for it provides for up to two years in prison. 242 of the Criminal Code of the Russian Federation ("Production of pornographic materials") establishes stricter liability — from two to six years in prison. At the same time, there is no question of blocking such resources in the legislation.
Yaroslav Shitsle, Head of the IT&IP Dispute Resolution department at the Rustam Kurmaev and Partners Law firm, noted the active spread of illegal actions against an indefinite circle of people using artificially generated voices or images. According to him, due to the lack of the possibility of additional qualification of such acts in the legislation, not all malefactors are brought to justice. At the same time, the damage caused to victims is often catastrophic, the expert emphasized.
Back in 2024, Senator Alexei Pushkov and the head of the State Duma Committee on Labor, Social Policy and Veterans Affairs, Yaroslav Nilov, introduced a bill to the State Duma that proposed criminalizing voice or image substitution, but it was not supported by the government and the Supreme Court.
Izvestia analyzed a dozen different locker room services and chatbots to create fake photos without clothes. In most of them, you can upload a picture of any person in one minute without paying and get the result. In others, for a higher-quality photo, you need to pay from 200 to 5 thousand rubles, depending on the number of images. It is virtually impossible to contact representatives of these services, many of them have only bots working on the resource. Izvestia sent requests to the technical support of several services, but received no response.
How to deal with such technologies in the world
The problem of the distribution of pornodipfakes has reached significant proportions: according to statistics, at the beginning of 2024 there were more than 9 thousand online resources providing access to such content, Igor Bederov, director of the T.Hunter investigation Department, told Izvestia.
— From the first to the third quarters of 2025 alone, the volume of such materials in the Russian segment tripled compared to the same period in 2024. Global research shows an explosive increase in the number of deepfakes: from 500,000 copies in 2023, it reached 8 million just two years later, increasing almost 10 times each year. The appearance of unique tokens (NFTs) depicting fake intimate scenes, where famous personalities become the main characters, is especially alarming," the expert explained to Izvestia.
According to him, about 90% of the created deepfakes are explicit content without the consent of those who captured it.
— Different countries are trying to combat this phenomenon in different ways. For example, a bill has been approved in the United States allowing victims to go to court against the creators of fake intimate images. The UK went further by introducing criminal penalties for the manufacture of such materials without the permission of the owner of the exterior," said Igor Bederov.
Vladimir Zykov, editor-in-chief of the IT publication Runet, believes that in order to regulate such resources, it is necessary to amend the law "On Information Protection" and blacklist these services along with those promoting drugs or child pornography, which Roskomnadzor is already blocking.
At the same time, it is important to clearly fix the use of AI in regulation, so that photo and video editing services such as Pixlr, the online equivalent of Photoshop, do not fall under lockdown, the expert added. It is necessary to specify separately that the measures relate specifically to services designed to create "adult" content.
Other countries are also concerned about the spread of such AI technologies. The reason was a series of scandals related to the Grok neural network from xAI, which began using technology to "undress" people. Access to the Grok tool has already been blocked in Indonesia and Malaysia. The EU authorities are considering a ban on such applications, and the European Parliament has made such a proposal.
