Mironov proposed charging migrants a deposit in case of deportation

Migrant workers must make a mandatory monetary contribution in case of their future deportation. This proposal was made on January 17 by Sergei Mironov, chairman of the Fair Russia party.

"The deportation of foreigners is funded from the budget, so getting rid of unwanted guests costs taxpayers a tidy sum. In 2024, the cost of expulsion from the Russian Federation reached record levels, exceeding one billion rubles," he said in an interview "Газете.Ru ".

The politician recalled that last year more than 1 billion rubles were spent for these purposes, although the number of deportees decreased by almost 45%. In his opinion, the deportation should not fall on the state budget.

Mironov suggests that upon entry, a foreigner deposit funds into a special account, which will be returned to him upon leaving the country or used to compensate for expenses in case of forced expulsion. He believes that the argument that migrants do not have money for such a contribution should not be a problem for the Russian authorities.

The day before, a group of parliamentarians led by the leaders of Duma factions and Vice Speaker of the State Duma, Chairman of the Migration Policy Commission Irina Yarovaya submitted to parliament three bills aimed at combating illegal migration and protecting the health of Russian citizens. The parliamentarian stressed that the measure would be aimed at increasing control over medical examinations, as well as making it possible to make abuses in this area unprofitable.

Earlier, on January 8, Chairman of the State Duma Vyacheslav Volodin announced a package of legislative initiatives aimed at improving Russia's migration policy. According to Volodin, it is planned to introduce administrative liability for evading foreign citizens from medical examinations with the possibility of deportation by court order and to establish increased criminal liability for forgery of medical documents.

The plans of the Russian government in 2026 to launch a system of biometric identification of foreigners, and in 2027 to create an information system for monitoring the movement of foreign citizens became known on December 31, 2025. At that time, it was noted that employees of the Ministry of Internal Affairs of the Russian Federation, for whom an open source analysis system would be created, would be given access to international airline ticket booking systems.
