At the initiative of LDPR party leader Leonid Slutsky, a group of deputies from this faction has prepared a legislative initiative according to which pregnant women whose jobs were abolished due to the liquidation of the enterprise will be entitled to maternity benefits, the amount of which will be equivalent to their average earnings over the past two years. This follows from the document, which was reviewed by TASS on January 15.

It is specified that at the moment such women are paid maternity benefits, established according to the regional subsistence minimum.

"A pregnant woman should not find herself below the survival line just because her employer has disappeared from the market. The Liberal Democratic Party proposes to restore justice: to pay such women maternity benefits based on their real average earnings over the past two years of work, rather than reducing support to a formal minimum," Slutsky said.

According to him, providing benefits at a level not lower than the subsistence minimum is an essential guarantee, the achievement of which is a priority.

According to the document, the bill provides for the amendment of Article 8 of the law "On State benefits to citizens with children." The new rules stipulate that the amount of the benefit will be calculated based on the average earnings over the past two years. At the same time, the minimum amount of the allowance cannot be lower than 100% of the regional subsistence minimum for able-bodied citizens.

The initiators of the bill believe that the closure of a company is an unforeseen event beyond the control of the employee. They believe that these amendments will help pregnant women maintain financial stability, reduce stress and related health risks, as well as increase trust in social support and have a positive impact on demographics.

On January 14, Tatyana Butskaya, deputy chairman of the State Duma Committee on Family Protection, Fatherhood, Motherhood and Childhood, announced that the maximum amount of benefits provided to Russian women for pregnancy and childbirth in 2027 could exceed 1.1 million rubles. This number was calculated taking into account inflation.
