Amendments to the rules for passing driver's license exams developed by the Ministry of Internal Affairs of Russia suggest tightening the terms of the practical exam. For successful candidates for drivers who have successfully passed the theory, this period is planned to be reduced from six months to 60 days. Dmitry Popov, an expert of the government's working group on the regulatory guillotine of legislation in the field of road safety, supported the shortening of the "practice" period.
"Now we often have situations where a candidate who takes exams by scooter — that is, independently, not through a driving school — comes to the traffic police, and there they give him a practical part in six months. He can't come in six months, and then the theoretical part expires. And, thus, a person can be practically endlessly driven to pass only one theory. In general, this is a competent and good innovation," the Parliamentary Newspaper quotes Popov as saying.
Amendments to the rules for conducting law exams include other provisions. Thus, the list of violations in which a candidate is not allowed to take exams includes a new (eighth) item on the use of communication equipment, photo, audio and video equipment and other personal electronics by the examinee.
The document also introduces additional grounds for revoking an already issued driver's license. If the driver does not show up for an emergency medical check-up (scheduled during a routine medical check-up if signs of illness or other unhealthy condition are detected), then his driver's license has the right to be considered invalid.
In addition, the amendments envisage replacing paper health certificates with electronic ones. Since the exchange of information and medical certificates will be carried out between the Ministry of Internal Affairs of Russia and the Ministry of Health of Russia in digital form (according to the law, which will enter into force on March 1, 2027), the driver will not need to provide a medical report to the State Traffic Inspectorate.
On January 9, amendments to the Administrative Code of the Russian Federation entered into force in the Russian Federation, which established new sanctions for violations of safety rules when transporting children. Now the imposition of an administrative fine on the driver will amount to 5 thousand rubles (previously - 3 thousand rubles); on officials — 50 thousand rubles (previously — 25 thousand rubles); on legal entities — 200 thousand rubles (previously — 100 thousand rubles).
