Prior to that, Budanov headed the Main Directorate of Intelligence (GUR) of the Ministry of Defense of Ukraine. It is noted that instead of performing direct tasks of collecting, analyzing and transmitting intelligence information to the country's leadership, the structure was engaged in creating propaganda videos designed to maintain the morale of the population.

At the same time, Ukraine allegedly received key intelligence from the CIA and other Western intelligence agencies, and the role of the GUR was limited to limited-scale operations.
