From January 20, minor Russian citizens will be able to travel abroad only with a foreign passport. A birth certificate will no longer be a valid document for crossing the border. This was reported by the migration service of the Ministry of Internal Affairs of the Russian Federation.

The ministry clarified that it is still possible to enter Abkhazia, Belarus, Kazakhstan, Kyrgyzstan and South Ossetia using an internal Russian passport. At the same time, parents are advised to issue passports to their children in advance in order to avoid problems when leaving.

Regina Gilmanova, a teacher at the Moscow State Law University, told TASS that the changes are aimed at ensuring the safety of children and preventing their illegal export, including cases of disputes between parents or crimes.

Earlier, on December 27, 2025, it was reported that parents should plan a vacation with their children in 2026 in advance, taking into account school holidays, medical treatment and trips. State Duma deputy Alexei Govyrin explained that the vacation schedule fixes the order of rest and is mandatory for both the employer and the employee, so it is optimal to choose suitable dates in advance, apply to the HR department and attach copies of birth certificates of children and, if necessary, supporting documents.
