Russian President Vladimir Putin has congratulated residents of Kamchatka and Chukotka on the New Year due to the time zone difference in the country.

It is noted that the time difference between the regions is ahead of Moscow by 9 hours — the New Year begins there at 15:00 Moscow time.

Residents of the regions were the first in the country to see the festive address from the head of state.
