Krasnodar has introduced new rules for street musicians. All performances must be coordinated with the city authorities at least 20 working days in advance. The relevant resolution was published on December 26 on the website of the city administration.
According to the resolution, the application must contain the passport data of all participants, the date and time of the performance, the name of the band or pseudonym, genre, planned repertoire and the address of the outdoor venue. As specified in the document, "the application is submitted by the applicant to the Department of Culture no later than 20 working days before the start of the street performance." In addition, the number of musicians in the band should not exceed six, and it is forbidden to charge a mandatory fee for performances.
Performances are allowed from 10.00 Moscow time to 21.00 Moscow time, and from March 1, musicians must observe a break from 13.00 Moscow time to 15.00 Moscow time in accordance with the regional law on the peace and quiet of citizens. The use of profanity, political agitation, calls to extremism, and damage to city property are prohibited.
Earlier, on October 22, it was reported that in Yekaterinburg, street musician Evgeny Mikhailov, who performs under the pseudonym Eugene Joy, was detained for hooliganism and public actions aimed at discrediting the Armed Forces of the Russian Federation. The musician was charged under articles of the Administrative Code of the Russian Federation on hooliganism and public actions discrediting the army.
