The Ministry of Internal Affairs of the Russian Federation has prepared amendments to the rules for conducting examinations for the right to drive vehicles and issuing driver's licenses. They relate to medical certificates, reducing the time allowed before passing the practical law exam after passing the theory, and the timing of the repeated theoretical exam after the results are canceled. The draft resolution was published on December 26, and it is undergoing a public discussion procedure.

Medical conclusions on the presence or absence of medical contraindications or driving restrictions for drivers and candidates for drivers will be formed in the form of an electronic document. Since the exchange of information and medical certificates will be carried out between the Ministry of Internal Affairs of Russia and the Ministry of Health of Russia in digital form (according to the law, which will enter into force on March 1, 2027), the driver will not need to provide a medical report to the State Traffic Inspectorate.

The explanatory note also notes that if a driver has new illnesses or signs that may make driving contraindicated, the medical organization will send a notification to the driver and the State Traffic Inspectorate about the need to undergo an extraordinary mandatory medical examination. If the driver fails to pass such an examination within three months, his license will be declared invalid and cancelled.

In addition, the draft specifies the deadline for the appointment of a practical exam after successfully passing the theoretical exam. For a driver candidate who has not passed the practical exam within six months from the date of passing the theory, a repeated theoretical exam is scheduled, which is held no later than 30 calendar days.

Also, to combat the use of various communication devices by candidates for drivers (hidden headphones, video cameras, etc.) during the exam, the basis for canceling the exam results is introduced, and an additional period is set after which the candidate for drivers can be allowed to retake — no earlier than 12 months from the date of the exam, the result of which was cancelled.

On November 26, the Federation Council approved a law that proposes to introduce quality control in driving schools and establish indicators of their effectiveness. Data on the quality of training in driving schools is planned to be posted on the Internet, which will allow citizens to take them into account when choosing an educational institution.
