A case of abuse of authority was opened against the head of Krymsk.
The Investigative Committee (IC) has opened a criminal case against the head of Krymsk, Krasnodar Territory, on suspicion of abuse of office. This was reported on December 23 in the press service of the regional department of the Investigative Committee of Russia.
"In relation to the head of the Crimean urban settlement. The investigator of the first department for the investigation of particularly important cases of the TFR in the region charged the person involved with abuse of office (paragraph "b" of Part 3 of Article 286 of the Criminal Code), he was detained by the investigator," the department's Telegram channel says.
According to investigators, in March 2020, the Krymsk administration signed a lease agreement for an agricultural land plot with an area of more than 31 hectares. In the same year, changes were made to the general plan of the settlement, allowing the use of this land for individual housing construction.
In March 2023, the tenant applied for the purchase of the land without bidding, indicating that the land was used for agricultural purposes. The head of the settlement, aware of the change in the category of land, concluded a purchase and sale agreement at a price of 5.2 million rubles with a market value of at least 99 million rubles. Shortly after, the buyer resold the plot to the developer's representative for 150 million rubles.
The investigation intends to apply for a preventive measure in the form of detention.
Earlier that day, the head of Krymsk was detained. It was noted that this case follows from the case of the ex-head of the Crimean region Sergey Lesya. With his participation, in the interests of Les, a land plot worth 120 million rubles was transferred to the ownership of persons controlled by Les. The measure of restraint for the detainee will be chosen on Wednesday in the Oktyabrsky court of Krasnodar.
On October 11, a source from Izvestia told about Les' detention. It was noted that he was trying to escape from the investigation. Later, the court arrested Les until November 29. He was charged with committing a crime under Part 3 of art. 33, part 3 of art. 285 of the Criminal Code of the Russian Federation ("Abuse of official authority"). According to the investigation, as the head of the district, Les ordered a subordinate employee to conclude land purchase and sale agreements with the person he indicated on preferential terms, without bidding, at a price significantly lower than the market price.
The damage from fraud with land plots in Les reached about 2 billion rubles. A local resident, pensioner Nadezhda Maltseva, reported that after the floods in the region in 2012, her house was declared an emergency. At the same time, she later found out that Lesya was interested in the land plot, who built a mansion on it and signed it over to his wife. Later, on October 20, he resigned.
