Every entrepreneur can become a supplier.
Since 2013, Moscow customers have been conducting small—volume purchases on the Supplier Portal, a platform where entrepreneurs from any region of Russia can work and offer their products. Contracts on the resource are concluded remotely, without paper documents. At the moment, customers from Moscow can purchase goods worth up to five million rubles on the portal, and works and services — up to three million rubles through quotation sessions (mini-auctions).
"Today, the capital's state procurement has all the necessary tools to work efficiently and maintain high rates of contracting. Digitalization is one of the most important components of the smooth operation of the Moscow procurement system, including small—volume purchases," said Kirill Purtov, Head of the Moscow City Department for Competition Policy.
According to experts, the supplier portal opens up the opportunity for almost every entrepreneur to participate in a government order. Not only a legal entity can become a supplier, the city cooperates with both individual entrepreneurs and the self-employed. To get started, you need to get an enhanced qualified electronic signature and register on the site.
Today, more than 60,000 state and municipal customers from 43 regions of the country work on the Supplier Portal. Businesses can operate from any region of Russia — in December 2025, the number of registered entrepreneurs exceeded 390,000 — this figure has increased by 40,000 since the beginning of the year. More than 1.5 thousand contracts are signed on the site every day.
"The volume of purchases on the portal for 11 months of this year amounted to 110 billion rubles. The most popular among customers were construction, medical and household goods, including household appliances, as well as stationery, communications, office equipment, electronics and information technology products," Kirill Purtov said.
How to register
Connection and work on the Supplier Portal are free of charge, you must register or log in through an external information system, for example, using a Mos ID (portal account mos.ru ). The average registration time is about five minutes. For legally significant actions, you will need a UKEP — an enhanced qualified electronic signature.
Full access to all functions of the Supplier Portal requires mandatory registration using an enhanced qualified electronic signature.
Getting started on the portal
To participate in the procurement, an entrepreneur must create an offer for a specific product, work, or service on the portal. There are two ways to do this. The first option is to add your own standard product unit (CTE) if there is no similar item in the portal catalog yet. The second way is to add your own price offer to an existing one in the catalog. Today, the portal's product catalog contains more than 3.3 million unique items of goods, works, and services.
Suppliers should first check the availability of such offers in the catalog. It is important to keep in mind that the new product will be checked by a moderator, which can take up to five business days.
The card contains a detailed description of the offered service or product in a structured form. The maximum validity period of any offer on the portal is three months from the date of publication. Then you can post your offer again.
Types of purchases on the platform
There are three main formats for conducting small-volume purchases on the Supplier Portal.
One of them is quotation sessions. These are mini-auctions, during which suppliers compete with each other, consistently reducing the initial contract price. The duration of the sessions can be three, six, or 24 hours, and is set by the customer. The winner is the participant who offers the lowest price. According to statistics, on average, seven entrepreneurs apply for one contract during the quotation session.
Quotation sessions can also be held together. This format allows you to combine the needs of several institutions from the same region in identical products. This opens up the possibility for businesses to enter into contracts with several customers at once.
The second format is purchasing according to needs. In this case, the customer publishes a list of necessary goods, works or services, and suppliers offer their options. The customer chooses the winner based on the criteria that are most important to them. It doesn't have to be the lowest price, but the minimum delivery time may be a priority.
The third format is direct purchase. It is carried out on the basis of ready-made proposals that entrepreneurs independently post on the portal. The customer enters into a contract for the supply of necessary goods, works or services with any of the suitable suppliers.
Tools and opportunities of the portal for entrepreneurs
The supplier portal attracts businesses with the opportunity to participate in inter-regional procurement, digitalization and efficiency of transactions, the participants themselves say. A wide range of services is available on the platform, which greatly simplify the procurement process and minimize risks for both suppliers and customers.
For example, the automated bidding bot allows suppliers to participate in multiple quotation sessions at the same time, saving time. Before participating in the mini-auction, the entrepreneur indicates the amount to which he is ready to reduce the price of products during the session, and the service progressively makes bids to the minimum value.
"From January to November 2025, 83.6 thousand contracts worth 13.6 billion rubles were signed using the trading bot. Budget savings in quotation sessions using it amounted to 5.4 billion rubles," Kirill Purtov added.
In addition, the portal has a chatbot that finds answers to the most common questions about small-volume purchases and provides instructions on how to use various services. On average, it processes about 200 requests per day.
The functionality of the Supplier Portal is regularly updated. For example, in August of this year, individuals working on the platform became able to sign offers using Gosklyuch, a special smartphone application that allows them to certify electronic documents. Thanks to this, even from mobile devices it became possible to sign price offers for the supply of goods, works or services, which are then placed in the portal catalog. In the future, it is planned to expand the use of the "State Key" for individuals to sign other significant documents on the platform, including contracts.
Support for new users
Beginners can adapt to the portal with detailed instructions on how to work with the functionality and the training section "Supplier's School". The section has courses in the format of interactive simulators that introduce new users to popular tools of the resource, such as participation in quotation sessions, using the automatic betting bot and other services. The courses also explain how to properly compose and sign documents, edit entered data, and much more. Each training step allows you to study the topic in more detail interactively, go through all the stages of the process with the help of hints on the simulator, as well as consolidate the studied material and test the functionality yourself in conditions as close as possible to real ones.
During its operation, the Supplier Portal has become one of the most effective tools for interaction between government customers and businesses, which is confirmed by numerous awards. This year, he was awarded the CNews Awards 2025 in the nomination "Digitalization of Procurement: Portal of the Year" for the introduction of artificial intelligence technologies into procurement processes. Another major award this year is the Runet Prize in the Economics, Business and Investment category, which is awarded for significant contributions to the development of the Russian segment of the Internet. In autumn, the portal's services were included in the White Book of the Federal Antimonopoly Service, which annually highlights the most effective practices of regional authorities in the field of competition policy.
Previously, the Supplier Portal was also noted internationally: in 2021, it was included in the G20 report as the best practice of innovative public procurement.
