The State Duma proposed to introduce a winter taxi certificate for families with children

Vyacheslav Chernyshov, Vice Speaker of the State Duma, proposed introducing an annual "winter transport certificate" in the amount of 5,000 rubles for families with children under seven years of age in order to increase safety and comfort in winter. This is evidenced by the text of his appeal to the head of the Ministry of Labor of the Russian Federation Anton Kotyakov, which was reviewed by RIA Novosti on December 20.

I propose to consider the possibility of introducing an annual "winter transport certificate" for taxis for families with children under seven years old," the document says.

The proposal is to provide one of the parents (or guardians) in families with children under seven with an electronic certificate with a face value of 5,000 rubles, which can be used to partially or fully pay for a taxi between December 1 and March 31.

Chernyshov stressed that such a measure is aimed at improving conditions for families with young children, for whom movement in cold weather can be particularly difficult. The Vice Speaker noted that this would help reduce the risks of injury and hypothermia in winter, minimize contact on public transport during the epidemiological season, and make everyday life easier for parents.

According to him, the implementation of the initiative is possible through social payments, for example, using the Gosuslugi portal, with the integration of certificates for paying for trips from legal carriers and aggregators. Chernyshov added that such a measure could have a positive impact on the economy by supporting the legal taxi market and reducing the burden on the healthcare system.

On December 16, the State Duma adopted amendments to the law on taxi localization in the second reading. According to the amendments, for carriers who own a car for at least six months, the deadline for entry into force of the requirements for the localization level of the vehicle is postponed to January 1, 2033. This condition applies when entering information about the car in the regional register of passenger taxis within the quota of 25% established for each region.
