The first International Congress of Public Administration will be held at the Presidential Academy in Moscow from February 10 to 13, 2026. Its mission is to become a center for the formation of best practices, identification of key development vectors and practical tasks in order to improve the quality of public administration.
More than 1,200 participants will gather at the Congress venues: heads of key blocks of the Presidential Administration and the Government of the Russian Federation, heads of regions and municipalities, parliamentarians, top managers of state corporations and major domestic companies from the business community, international management experts, public figures, representatives of the scientific and expert community, as well as youth leaders.
The event is organized by the Presidential Academy with the support of the Government of the Russian Federation and the Presidential Administration of Russia. The partner of the event is the Roscongress Foundation.
"In today's world, in which we are surrounded by a huge amount of information, effective management can only be built using digital technologies. They allow you to process data faster and make better decisions. Today, the Government applies a digital management model that allows for consistent improvement in the performance of the President's instructions, state programs, and national projects. This means building roads on time, launching new schools and hospitals. The Congress is a unique platform for sharing experiences, receiving feedback and demonstrating the most effective public administration technologies for various branches and levels of government," said Dmitry Grigorenko, Deputy Prime Minister and Chief of Staff of the Government of Russia.
The Congress program will be structured around six thematic vectors covering key aspects of modern public administration: public service development, digitalization of public administration, regional and municipal practices, regulatory policy as a tool to reduce the administrative burden on businesses, government for people, and strategic priority management. Within the framework of these vectors, both systemic issues of public administration reform and specific management solutions and models that have shown effectiveness at the federal, regional and municipal levels will be discussed.
The key tasks of the Congress include the development of practical mechanisms to strengthen cooperation between government, business and science, as well as the synchronization of work within the vertical of power – from heads of federal ministries to specialists at the municipal level. Anton Kobyakov, Adviser to the President of Russia, stressed: "Today, more than ever, it is important to unite the efforts of government, the expert community and business at all levels, to coordinate common actions to strengthen and scale the best existing practices. And, of course, the development of new approaches to managing the country's development. The Congress will become a unique platform where professional dialogue will turn into real proposals and new ideas."
A special feature of the Congress will be its practical orientation: about 30% of the program will consist of interactive educational formats, including business games on managerial decision-making, strategic sessions, and real-world case studies from management practice. And the Congress sessions themselves will be structured not only according to thematic vectors, but also in three cross-cutting areas.: strategizing (improving the effectiveness of goal setting and developing long-term priorities), implementation (developing and consolidating positions between public authorities to speed up decision-making) and broadcasting (replicating achievements and modernizing feedback mechanisms with society).
Special attention will be paid to young people within the framework of a special thematic track. According to Alexey Komissarov, Rector of the Presidential Academy, the upcoming event is largely aimed at solving personnel issues and discussing the principles of professional growth in general: "... We look forward to a topical conversation about the challenges facing the public administration system in the near future. We plan to discuss the key principles of training specialists of the new formation, those who will take responsibility for the future of the country."
The event is intended to become the main annual platform for professional dialogue, exchange of experience and training of managers, businesses and experts focused on achieving concrete measurable results.
