December is considered an unsuccessful month for finding employees or changing jobs: companies are busy summarizing and submitting annual reports, and employees want to wait for New Year's bonuses and not lose money for paid January holidays, so they are in no hurry to leave their former jobs. This is what gives an advantage to those employers and job seekers who do not postpone decisions until January. Anastasia Morgunova, Product Director and co-founder of the Moy Delo accounting department, told Izvestia about this on December 22.

According to the expert, a decrease in activity in the labor market can play into the hands of employers, as it also entails a decrease in competition. At the end of the year, many companies slow down or stop their recruitment processes, postponing active hiring until January.

For businesses that continue hiring in December, this is a chance to close difficult positions, especially since stronger specialists often enter the market at the end of the year — those who plan to leave in advance "from the new year", but begin to be interviewed before the holidays. Therefore, there may be fewer responses in the funnel, but their "quality" will be higher.

Morgunova noted that applicants also have advantages in this approach. Despite the high competition, active candidates have a small head start in December: while many competitors postpone an active search until January, companies tend to close vacancies faster, and active applicants have a real chance to get on the shortlist and discuss conditions faster than they would have been during a busier period.

It is also important to take into account that the end of the year often coincides with the formation of budgets for the next period, Morgunova added. This opens up access for applicants to new and more interesting positions, which companies plan to close in January. Employers often start recruiting in advance so that after the holidays they don't waste time on hiring funnels and adapting newcomers, the expert adds.

"December hiring allows a business to enter January with an already formed team and pre-launched HR processes in order to get involved in work on large projects faster. As for personnel accounting: at first glance, it may seem that such a decision creates an unnecessary burden in the New Year period. But in fact, it allows you to enter January without gaps in documents and charges. The company is closing the year anyway, so it makes sense to immediately consider future employees," the expert explained.

The expert advises employers who are determined to close vacancies in December to keep the hiring process under control and not let candidates "cool down." In December, it is especially important to promptly inform about the selection steps, remind about meetings and confirm agreements so that no one loses interest amid the pre-holiday fuss.

"In order for the recruitment process not to be delayed due to registration errors, it is important to immediately collect and check the candidate's documents: passport, SNILS, work record, military registration documents. If the employee's data will be transferred to accounting or other contractors, you must obtain written consent to the processing of personal data. It is better to check the basic information for authenticity: a passport — on Public Services, a diploma — through the Federal State Educational Institution of Higher Education or upon request to a university, and documents of foreign citizens — on the website of the Ministry of Internal Affairs," Morgunova said.

She also stated that when firing an employee in December, an employer should consider several important points. If the application is submitted from December 16 to December 25, the two-week notice period will end during the New Year holidays. If the last day of the deadline coincides with a weekend or holiday, the next business day is considered to be the end of the deadline. It is impossible to postpone the dismissal date without the employee's consent or dismiss him earlier, and a delay in dismissal may have financial consequences for the company.

In practice, the parties sometimes agree to fix the date of dismissal on the last working day before the holidays, so as not to stretch the procedure and complicate the calculations. At the same time, it is important to take into account the work schedule: if an employee has a shift schedule and the date of dismissal falls on a day that is on schedule for him (including holidays), the dismissal is issued on that day. In other cases, the registration is usually postponed to the next working day.

The expert recommends that applicants not ignore the December vacancies and be prepared for accelerated selection stages: companies make decisions more quickly at the end of the year. In addition, it is better to negotiate terms with a potential employer in December, since during this period companies are more likely to meet halfway, trying to close positions before the holidays.

"If you didn't have time to register an employee in December, it's not critical. January is also a good fit for hiring: a new billing period begins, all charges are formed without any rolling balances. When applying at the beginning of the year, documents and payments fall into one reporting cycle, which reduces the likelihood of discrepancies and simplifies the work of accounting," Morgunova said.

According to the expert, in January it is possible to formalize employees even during the New Year holidays, if the company continues to work during this period. The employee can be admitted to work immediately, and the employment contract and the order are drawn up within three working days. Information is submitted to the SFR on the first business day after the holidays. This will allow you to start with a new team from the very beginning of the year without any paperwork or fees.
