A request was sent to the State Duma to finalize future fines for taxi drivers.

On December 17, the Public Council for Taxi Development sent a letter to the Speaker of the State Duma Vyacheslav Volodin with a request to finalize a bill providing for an increase in fines for taxi drivers for transporting children without special restraints. A copy of the document is available to Izvestia.

According to the amendments to the Administrative Code of the Russian Federation, which are under consideration by Parliament, it is planned to increase the fine for a driver for transporting a child without a child safety seat in the amount of up to 5,000 thousand rubles, for officials — up to 50,000 rubles; for legal entities — up to 200,000 rubles. Currently, the penalties for this violation amount to 3 thousand rubles, 25 thousand rubles and 100 thousand rubles, respectively.

The author of the letter, Irina Zaripova, chairman of the Public Council for Taxi Development and a member of the Public Council under the Ministry of Transport of the Russian Federation, believes that certain provisions of the current draft law may lead to a disproportionate administrative burden on legal participants in the taxi market.

"The provisions providing for the de facto equalization of individuals applying the special tax regime "Professional Income Tax" and carrying out passenger taxi transportation to officials in terms of administrative responsibility are of concern," the letter says.

Zaripova notes that the imposition of fines for self-employed carriers at a level comparable to the responsibility of officials contradicts the principles of proportionality and individualization of punishment, enshrined in the administrative legislation of the Russian Federation. In real conditions, such sanctions may lead not to increased discipline, but to the actual displacement of self-employed carriers from the legal market segment, she emphasizes.

"We ask you to consider the possibility of finalizing the draft federal law before its consideration in the second reading, in terms of eliminating the equation of self—employed carriers with officials in terms of administrative fines and bringing sanctions in line with the principle of proportionality to income and the nature of activities," the document says.

On the eve of the second reading, the State Duma adopted amendments to the law on taxi localization. According to the amendments, for carriers who own a car for at least six months, the deadline for entry into force of the requirements for the localization level of the vehicle is postponed to January 1, 2033.
