The Prosecutor General's Office of the Russian Federation filed a lawsuit on the use of KIMP holding funds to the state revenue, which overestimated the cost of bearing products for the needs of the Armed Forces of the Russian Federation. This was reported by the newspaper Kommersant on December 15.
It is specified that the company's shareholders Dmitry Gorditsa and Alexey Kuleshov and related persons took a number of measures to overestimate the cost of products by enterprises several times, which led to their enrichment and damage to the country's defense complex.
The lawsuit concerns the plants of LLC 10-GPZ, JSC OK-Loza and LLC GPZ-2 Tver, which are part of the KIMP holding and supply bearing products for the Armed Forces of the Russian Federation, as well as for the country's largest defense enterprises. The Prosecutor General's Office claims that the company's shareholders, Gorditsa and Kuleshov, and related individuals inflated the cost of products, which led to unjustified enrichment and damage to the defense industry.
In the period from 2020 to 2025, the holding concluded more than 300 contracts worth over 150 billion rubles with the country's largest defense plants, such as JSC Uralvagonzavod named after F. E. Dzerzhinsky, JSC Kurgan Machine-Building Plant and others.
The Prosecutor General's Office points out that after the illegal establishment of the monopoly, the shareholders of the holding increased the number of standard hours for production up to eight times without technical and economic grounds, which led to an artificial increase in the cost of goods by 5-10 times.
A correspondent for Izvestia reported on December 5 that the Presnensky Court of Moscow had satisfied the claim of the Prosecutor General's Office against former Deputy Defense Minister Timur Ivanov for the transfer of movable and immovable property to the state revenue in the amount of 1.2 billion rubles.
The former deputy minister was detained on April 23, 2024. He was charged with receiving a bribe. According to the investigation, Ivanov entered into a criminal conspiracy with the heads of contractors who worked at the facilities of the Ministry of Defense, and concluded contracts with them in exchange for personal remuneration. In July, he was sentenced to 13 years in a penal colony and ordered to pay a fine of 100 million rubles.
